[1IP-38] Reduce 1inch Governance Quorum to 7m Unicorn Power (UP)

Vote: Abstain

Rationale: Abstain from this proposal to adjust the quorum to 7M UP. While we acknowledge the challenges in 1inch governance dynamics, I believe that such a significant change requires deeper analysis, a better understanding of the 7M UP rationale, and insight into historical voting trends, potential future scenarios, and how this change aligns with the overarching goals of the 1inch DAO. Until more comprehensive insights are available, abstention seems the most prudent course.

[1IP-37] Gitcoin LatAm Featured Round (re-vote)

Vote: Yes

Rationale: The proposal would fund public goods while fortifying the bond between grantees and funding partners in the LatAm Featured Round. Through the requisites for grantees to generate educational content, orchestrate workshops, and integrate 1inch products, to magnify 1inch’s presence in LatAm. Furthermore, the amount requested is reasonable.

[1IP-40] StableLab Grant Request for developing a 1inch DAO Constitution

Vote: Yes

Rationale: We support this proposal because StableLab track record shows competence and commitment to 1inch governance. The pay-on-submission model ensures we only fund completed work.

[1IP-41] Stake $1M DAI to earn yield from DAI Saving Rate (re-run)

Vote: Yes

Rationale: We are voting in “Yes” in supporting the proposalto stake $1M DAI to benefit from the DAI Savings Rate (DSR), one is advocating for a strategic financial move that leverages a favorable interest rate environment. The recent increase of the DAI Savings Rate (DSR) by MakerDAO from 1% to 5% presents a lucrative opportunity for 1inch DAO to generate a meaningful yield by staking DAI. This move is timely, especially considering that there’s a proposal [1IP-28] to discontinue swap surplus collection, which if passed, could affect the 1inch DAO’s revenue stream.

[1IP42] Karma Delegate Dashboard for 1inch DAO

Vote: Yes

Rationale: We are voting “for” this proposal because its is a step towards empowering 1inch DAO’s governance and decentralization efforts. The Karma Delegate Dashboard proposes a streamlined process for onboarding delegates, enhancing visibility into their activities, and fostering accountability. This proposal also align with the ongoing Recognized Delegate Program, a synergy that could significantly enhance accountability among delegates through additional tools and recognition.

[1IP-44] A Limit Order Protocol Extension for Whales | Grant Request

Vote: No

Rationale: Lack defined milestones, and analysis on potential cannibalization effects on 1inch’s existing ecosystem. More detail to consider support

[1IP-43] Optimizing Fusion Mode: Smart Contract-Enforced Gas Fee Limit and Lowered Unicorn Power Threshold (re-run)

Vote: Yes

Rationale: We support this proposal as it seeks to optimize operational costs and competition for Fusion Mode Resolvers. The introduction of a penalty system for violators and the reduction of the Unicorn Power requirement from 10% to 5% encourage broader participation, contributing to a more diverse and robust ecosystem.

Commission Quarterly Research Reports with Messari Protocol Services

Rationale: Support Messari reports for enhancing 1inch transparency and aiding informed community decisions.

[1IP-47] P2P Network: Grant Request for Whitepaper Creation

Vote: Yes

[1IP-48] 1inch Network Support Grant Proposal

Vote: Yes

[1IP-49] Legal & Regulatory Compliance services to defend the rights and interests of 1inch DAO

[1IP-50] 1inch alternative swap interface

Vote: Yes

Rationale: Lack of Detailed Development Plan and Timeline, as well as Redundancy and Efficiency Concerns https://gov.1inch.io/discussion/14820-1ip50-1inch-alternative-swap-interface?comment=72528

[1IP-51] Extend 1inch DAO with EIP-4824

Vote: Yes

Rationale: Voting “For” for this proposal for its benefits on interoperability, standardized metadata, & community support with no cost and minimal risk.

[1IP-52] Ladder trading via the 1inch limit order protocol

Vote: Yes

[1IP-53] 1inch Events 2024 Grant Proposal

Vote: Yes

Rationale: This initiative promotes 1inch’s expansion, increases brand awareness & user engagement, guided by well-defined KPIs for measurable success.

[1IP-55] 0xCastle Research Retreat Grant Application

Vote: Yes

Rationale: We are voiting against the 0xCastle proposal for the following reasons:

  1. Strategic Alignment: The proposal does not provide sufficient details on how it will utilize or emphasize 1inchDAO’s technologies and strategic interests. There’s a lack of clear, direct benefits to 1inchDAO from the grant.
  2. Financial Justification: The required grant amount (€45,000 plus an additional $14,000 from 1inchDAO) is substantial and does not offer a direct, measurable return on investment for 1inchDAO’s contributions.
  3. Feasibility of Goals: There are significant concerns about the feasibility of achieving the ambitious educational and collaborative goals outlined within the constrained timeframe of a five-day retreat. Given these considerations, the grant’s potential benefits to 1inchDAO do not justify the requested funding, especially given the concerns regarding its practical execution within the proposed timeframe.

[1IP-71] Including the 1inch DAO updates in the official 1inch newsletter

Vote: Abstain

Rationale: We abstaining our vote for this proposal due to our current pause in delegate activity within the 1inch DAO, however we recognize the potential benefits of this proposal. Integrating DAO updates into the official 1inch newsletter could enhance transparency, increase community engagement, and keep stakeholders informed about ongoing initiatives. Such measures are vital for fostering a well-informed and active community.

[1IP-72] Engagement of New Legal Counsel for 1inch DAO

Vote: Abstain

Rationale: We are abstaining our vote on this proposal due from our temporary suspension of delegate activities within the 1inch DAO. Nonetheless, we acknowledge the importance of appointing MME Legal AG as new legal counsel. Engaging reputable legal representation is crucial for navigating the complex regulatory landscape and ensuring the DAO’s compliance and integrity. This strategic move is expected to strengthen the DAO’s legal framework and support its long-term success.

Curia Resume Delegate Activity:

[1IP-74] Messari Protocol Services 1inch Proposal 2025

Vote: Yes

Rationale: We support the proposal for Messari to continue producing quarterly reports that analyze key performance indicators and fundamental metrics of the 1inch Network. We find Messari’s 1inch reports to be particularly insightful, as they provide in-depth, data-driven insights into the network’s financial and operational health, aiding us in making more informed decisions.

[1IP-75] Offboard low-volume chains from 1inch

Vote: For

Rationale: We supported this proposal as it responsibly off-boards underperforming chains to optimize operational efficiency and resource use, allowing the 1inch team to focus on more active ecosystems with stronger DeFi potential.

[1IP 76] Recognized Delegates Program Renewal

Vote: For

Rationale: We’re voting in support of this proposal because extending the Recognized Delegates Program for another year, would locks in our top governance contributors and attracts new talent through clear, tiered incentives tied to participation, communication, and delegation thresholds. Renewing the program sustains high-quality, decentralized decision-making and deepens 1inchDAO’s long-term governance capacity.

[1IP-78] Protocol Upgrades; Order Settlement in LOP; Incentives in Protocols

Vote:Yes

Rationale:We support this proposal because we see it as a forward-thinking upgrade essential for the protocol’s long-term health, compliance, and value retention. We acknowledge the valid concern that requiring KYC for LOP resolvers may initially reduce the competitive pool by excluding anonymous participants; however, this is a necessary trade-off for significant strategic gains. This move not only strengthens our regulatory standing and attracts institutional users who require verified counterparties, but it also directly addresses value extraction from mercenary MEV bots, ensuring more value remains within the 1inch ecosystem. By establishing this trusted and compliant foundation, the second part of the proposal, creating a technical framework to incentivize integrators, becomes even more powerful. This dual strategy of securing the core protocol while building a sustainable engine for ecosystem growth is critical for our long-term competitiveness and success.

[1IP-79] Trading Terminal, Limit Orders, and Solana Integration for the Alternative Modular Interface of 1inch

Vote: No

Rationale: We are voting against this proposal. It requests $288,000 to expand an alternative interface without any data to prove user demand, making it an unjustifiable expense. The strategic role of a secondary front-end should be a secure, lean backup, not a costly competitor to our main product. The proposer’s vision of becoming the “primary interface” is misaligned with DAO interests, risking duplicated efforts and brand confusion. We support funding basic maintenance only. Any further development must be rejected until it can be justified by substantial, organic user adoption data.

[1IP-80] Frontend Exploit User Reimbursement

Vote: Yes

Rationale: We think it is a necessary act of accountability for a preventable security failure on 1inch’s own official interface. Users reasonably placed their trust in our infrastructure, and this reimbursement is a one-time expense that demonstrates our commitment to that trust, which is essential for the protocol’s long-term health and credibility. The cost of inaction—the potential damage to our reputation and future revenue far outweighs the $768k expenditure from the treasury. While leveraging the Foundation for this immediate distribution is the correct operational decision, this incident should also compel the DAO to establish a dedicated insurance fund, potentially financed by interface fees, to create a more sustainable framework for protecting users from such operational lapses in the future.

[1IP-81] Next Phase of the Alternative Interface: Solana, Security & P2P Updates

Vote: Yes

Rationale: We are voting to support this proposal, as we believe developing a robust, community-owned alternative interface is a vital investment for the 1inch Network. The project serves as a necessary counterbalance to centralized points of failure, and for a reasonable cost, it delivers a secure alternative with key functionality while strategically expanding to Solana. This is a well-considered and necessary step to ensure the long-term health and accessibility of the protocol.

[1IP-82] Request for Grant: Cross-Chain Exchange through Secret Swaps

Vote: No

Rationale: We are voting against this proposal. At a time when the DAO’s own financial runway is a primary concern, our foremost duty is prudent treasury management. Committing funds to any new initiative, let alone a purely research-based one, is questionable until we establish a sustainable revenue model by securing a portion of protocol fees. This specific proposal is also plagued by some unacceptable risks: a demand for full upfront payment that nullifies any accountability, a completely anonymous team with no verifiable track record in this complex domain, and a compressed timeline that casts doubt on the seriousness of the effort. To approve this grant would be to prioritize a speculative venture with poor terms over the fundamental, long-term financial health of the DAO, which is a tradeoff we are unwilling to make.

[1IP-83] 1inch events Grant Proposal Q3-Q4 2025

Vote: No

Rationale: We appreciate the comprehensive plan and the Events Team’s dedication to building the 1inch brand, as a strong presence at these key industry events is undoubtedly valuable. However, the scale of this nearly $1.9 million request gives me pause from a treasury management perspective. My primary concern is a structural one where our current financial model asks the DAO to fund significant growth and marketing efforts without a mechanism to participate in the resulting financial upside. Before committing to such a substantial expenditure, we believe it would be more prudent for us as a community to first establish a sustainable revenue-sharing framework. This would better align our spending with our long-term health and ensure that future investments in growth are a clear and direct win for the entire 1inch DAO ecosystem.

[1IP-84] Unite DeFi hackathon Grant Proposal

Vote: No

Rationale: We are voting NO on this proposal because it perpetuates a financially unsustainable model for the DAO. While fostering innovation is a worthy goal, this grant asks our treasury to bear the entire $300,000 cost of driving protocol growth without currently any mechanism to capture the upside for the DAO. This one-way flow of value is an imprudent use of community funds that depletes our collective resources while externalizing all the rewards. Until a formal revenue-sharing model is established that ensures the DAO benefits directly from the growth it pays for, we believe all similar spending initiatives must be rejected to ensure our own long-term viability.

[1IP-84] 1inch DAO Forum Migration Proposal: Commonwealth to Discourse

Vote:Yes

Rationale: We are voting Yes this proposal. The move from Commonwealth to Discourse is long overdue. The current platform’s UX issues are a major pain point that hinders quality discussion and makes active participation more difficult than it needs to be. I’ve experienced this firsthand. Discourse is the industry standard for a reason. The plan presented here is clear, the budget is sensible, and the expected benefits for user experience and moderation are exactly what the 1inch DAO needs to grow.

[1IP-85]Enhancing 1inch Risk Management in Regulatory Engagement and Contribution

Vote:Yes

Rationale:While we maintain our firm position that growth and marketing initiatives must be tied to a sustainable revenue-sharing model for the DAO, we are voting YES on this proposal because it falls into a fundamentally different and more urgent category of expenditure: essential risk mitigation. Unlike proposals aimed at generating external growth, this $110,000 budget is a critical defensive investment to protect the entire 1inch ecosystem from existential regulatory threats. Proactive policy engagement is a core operational necessity, akin to funding smart contract audits, that directly safeguards the DAO’s long-term viability and its very right to operate. This is a prudent and necessary use of treasury funds that preserves value for all stakeholders, and it aligns perfectly with our duty to ensure the protocol’s resilience and longevity.
