Can't reply to most threads in the proposals section

I registered just to give my input on one of the proposals but found I can’t reply to most threads in that section.
Would have thought it’s because my account is new, but the reply button does show for some of the threads in the same section, so kind odd.
Those threads are not that old either.

So users must achieve Trust Level 1 before they can post in this category – 10 minutes of total read time and 10 unique topics. This is to prevent spam and sybil attacks.

It looks like you’ve just hit the minimum requirements so the system should be updating your trust level shortly.
